The Highway 9 Fire will be returned to the CTWS Agency at 6:00 am on August 21.FIRE ACTIVITY SUMMARY:The Highway 9 Fire which started on Thursday, August 16 and has been determined to be human caused, is now 100 percent contained. 0.2 inches of rain fell over the fire area Sunday morning which assisted in the mop up of lighter fuels. Heavier fuels retained heat despite precipitation over the fire area. Fire crews continued to successfully mop up and patrol the fire area yesterday. The Central Oregon Incident Management Team has continued to manage the Highway 9 Fire as well as the WSA Lightning Complex. FIRE ACTIVITY SUMMARY: The Biddle Pass Fire was the only fire of concern. The cloud cover and later arrival of anticipated strong winds allowed crews to catch spot fires on the northwest and southern edges of the fire. These spots were the result of strong winds pushing firebrands into unburned fuels outside of containment lines. Spots were worked with helicopters, handlines and hose-lays. All spot fires were in mop up status at end of shift. The Biddle Pass Fire. One crew was assigned to work a spot fire across Milk Creek, limiting it to approximately 5 acres. Work continued on the Northwestern perimeter in an attempt to line a persistent slop-over in the steep slopes south of the Whitewater River. Work also continues with line construction down Milk Creek along the Western perimeter of the fire. The north flank remains south of Milk Creek where fire managers hope to hold it. Firefighters worked to contstruct fire line along Milk Creek working westerly, while dozers were used to open up old roads that may be used for containment lines along the western flank. As more and more material is consumed, the potential for the fire to flare up and make a run is being reduced. On the south and east portions of the fire, mop-up activities are progressing and hot spots within 300 feet of the fireline are being found and extinguished. The north flank of the fire remains the problem area. Fire continues to creep very slowly down hill toward the Whitewater River along the northwestern most flank. It is now completely burned, which in the long term will reduce the potential of the fire rekindling. The rekindling potential is of major concern to fire managers this early in the fire season. This "slopover" grew to approximately 4 acres, and was contained (lined) before the end of yesterday&#39;s shift by dozers. Because of the mosaic pattern of all the fires and the heavy fuels, areas that were previously unburned have the potential for increased fire activity. Lines were tested by the weather yesterday and held around most of the perimeter; fire managers expect them to be tested again today. This has eliminated the threat to structures in the area. Both of these fires are in the mop up stages. Crews are still looking for, finding and putting out small spot fires outside the perimeter. The Biddle Pass fire still concerns fire managers even though the north flank fireline was completed yesterday by hand crews. There remains a lot of mop up to accomplish. The main objective is to extinguish all fire within 300 feet of the firelines and to locate and extinguish all spot fires outside the firelines. Fire fighters will use some special tools to meet this objective. The first tool is a high altitude infra red flight. This flight takes infra red pictures of the fire over night and delivers them to fire camp the next morning showing hot spots. Another tool is a hand held heat detector that special operators use as they walk the fire ground. This machine detects heat not visible to the naked eye. None of the fires grew appreciable overnight or during the day thanks in part to cooler temperatures, light wind and a thin cloud cover. The increased acreage is due to better information. We have ordered a fixed wing aircraft that scoops water while flying. It is scheduled to arrive on Tuesday and be operational Tuesday afternoon or Wednesday morning. It will be used to drop water along the southern flank of the Trail-3 fire above the Metolius River. It will be scooping water from the Metolius arm of Lake Bill Chinook. CURRENT SITUATION: Firefighters made some excellent progress on establishing anchor points from which to attack each fire on Monday. With these anchor points identified, crews went to work locating and constructing firelines along the southern and western flanks of the Biddle Pass / Bald Peter fire and began preparing roads to the east for a burnout operation. The general location is on the east flank of the Cascade mountain range. CURRENT SITUATION: Cooperative efforts by local resources were able to contain all but five of those small fire starts. Four of the remaining fires, all on the western, forested area of the reservation, have grown each day, to the point where additional resources from outside the area are required to help contain them. At the request of the Confederated Tribes of Warms Springs, a Type 2 Incident Management Team from Washington State was dispatched on Saturday afternoon to manage the fire suppression activities for the complex beginning Monday morning. This will add assistance for any potential new initial attack needs as well.
